The Annual Meeting of Landowners and Supervisors of The Central Charlotte County Drainage District was held on Thursday, June 9, 2022, at the Charlotte County Public Works building conference room, 7000 Florida Street, Punta Gorda, Florida 33950. The meeting was called to order at 2:00 p.m. Roll was taken, and it was determined that all Supervisors and a quorum of Landowners were present. The Landowners and Supervisors who were present at the meeting included David Anthony, Vincent Boccio, and Carol M. Nevling. Also present at the meeting were the District’s Secretary/Treasurer, Ms. Judy Uhland and the District’s attorney, Edward L. Wotitzky.

Due and proper notice of the meeting was established. Attached to these Minutes is the Publisher’s Affidavit of Publication confirming the Notice of Meeting was published on May 19, 2022, and May 26, 2022, in The Daily Sun.

The Supervisors and Landowners then considered the Minutes of June 10, 2021 Annual Meeting of Landowners and Supervisors and the Minutes of December 16, 2021 Workshop Meeting of Supervisors. After review, and on motion made by David Anthony, seconded by Vincent Boccio, and unanimously carried, the Minutes were approved as submitted.

The Landowners then proceeded to elect one (1) Supervisor. The position currently held by Mr. Vincent Boccio was open for election. Mr. Vincent Boccio was nominated to serve for a three (3) year term commencing October 1, 2022. There were no other nominations, and on motion made by David Anthony, seconded by Carol M. Nevling, and unanimously carried, Mr. Vincent Boccio was elected to serve as a Supervisor of the District for a three(3) year term commencing on October 1, 2022.

As a result of the election, the following individuals constitute the Supervisors of the District for the noted terms:

  • Vincent Boccio, September 30, 2025

The Supervisors then elected officers for terms commencing on October 1, 2022. On motion duly made, seconded, and unanimously carried, the following individuals were elected to the noted offices:

  • President, Vincent Boccio
  • Vice President, Carol M. Nevling
  • Secretary/Treasurer, Judy Uhland

The financial statements for fiscal year ending September 30, 2021, were then reviewed. As noted by Ms. Uhland, the financial statements had been reviewed by the District’s accountant, and a copy of same are attached to these Minutes. After further review and discussion, and on motion duly made, seconded, and unanimously carried, the financial statements for fiscal year ending September 30, 2021, were approved.

Ms. Uhland then reviewed the bank statement and financial statements of the District for the period ending May 31, 2022. A copy of the financial statements are attached to these Minutes. She noted that as of May 31, 2022, the fund balance of the District was $43,965.00. She also noted that based on prior approvals, $20,000.00 of the fund balance is designated as a reserve.

The proposed budget for fiscal year commencing October 1, 2022, was then reviewed. A copy of the proposed budget is attached to these Minutes. In the review of the budget, the Supervisors noted the primary maintenance expense involves the herbicidal spraying of ditches. The Contractor performing that work is Lake Doctors, and the Contract provides for three sprayings each year. After further discussion concerning the budget, and on motion made by Vincent Boccio, seconded by David Anthony, and unanimously carried, it was

RESOLVED that the proposed budget, a copy of which is attached to these Minutes, for fiscal year commencing October 1, 2022, is approved and adopted. It was further,

RESOLVED that assessments shall be levied at the rate of $20.00 per acre for fiscal year beginning October 1, 2022, and the assessment roll as presented was approved.

The attorney for the District then noted that a 20-Year Needs Analysis had been required, with a deadline for submission of June 30, 2022. He advised the Supervisors that Ms. Uhland had prepared the Needs Analysis and provided a draft of same for the Supervisors. Ms. Uhland then reviewed with the Supervisors the 20-Year Needs Analysis, a copy of which is attached to these Minutes. After further discussion and on motion duly made, seconded, and carried, the 20-Year Needs Analysis was approved.

The Supervisors then considered the scheduling of a Workshop Meeting of Supervisors. After discussion, the Supervisors determined the Workshop Meeting should be scheduled for Thursday, December 15, 2022, at 2:00 p.m., depending on the availability of a conference room at the Charlotte County Public Works building. There being no further business before the Landowners and Supervisors, the meeting was, on motion duly made, seconded, and unanimously carried, adjourned.
