MINUTES OF NOVEMBER 13, 2025 WORKSHOP MEETING
OF SUPERVISORS OF
THE CENTRAL CHARLOTTE COUNTY
DRAINAGE DISTRICT

The Supervisors of the Central Charlotte County Drainage District met on Thursday, November 13, 2025. The meeting was held at the Charlotte County Public Works building conference room, 7000 Florida Street, Punta Gorda, Florida 33950.
Mr. Vincent Boccio, President of the District called the meeting to order at 2: IO p.m. A quorum of supervisors were present as follows: Vincent Boccio and Carol Nevling. Also present at the meeting were Judy Uhland, Secretary/Treasurer (via telephone), Edward L. Wotitzky, Esq., attorney for the District and Mr. David Bogle, a landowner.
Due and proper Notice of the meeting was established. Attached to these minutes is a copy of the Affidavit of Notice confirming the Notice of the Workshop Meeting was published in the daily Sun newspaper on October 27, 2025 and November 3, 2025.
Consideration of ongoing maintenance projects was then discussed and reviewed. Ms. Uhland noted that the ditch maintenance by Lake Doctors is ongoing. The Lake Doctors contract for herbicidal spraying of the ditches has been paid through January of 2026. Ms. Uhland also noted that prices are being obtained for an engineering report concerning future maintenance and improvements of the facilities of the District.
Ms. Uhland then reviewed the financial condition of the District. Attached to these minutes is the October 31, 2025 Bank of America bank statement. Also attached to these minutes are the financial statements and ledgers of the Central Charlotte County Drainage District through October 31, 2025.
The President then called on the attorney to review the pending Motion to Extend the Corporate Existence of the Drainage District. Mr. Wotitzky reported that the Lewis, Longman & Walker P.A. law firm bas filed the Motion to Extend the Corporate Existence, and that a hearing has been scheduled for December 17, 2025 at 3 :30 p.m. Both Charlotte County and the Florida Department of Environmental Protection have filed Notices of No Objection to the Extension of the Corporate Existence of the District. Mr. Wotitzky reported that the Southwest Florida Water Management District has not yet filed a response to the Motion; however, the District has been contacted for the purpose of detennining whether any objections will be presented.
Mr. David Bogle, a landowner, has agreed to testify at the hearing on the Motion for Extension. His testimony will stress the importance of the District, and ramifications of the existence of the District expiring. For information purposes, a copy of Mr. Bogle’s Affidavit concerning the Motion for the Extension of the District is attached to these minutes. Mr. Wotitzky noted that attorney Amy Taylor Petrick of the Lewis, Longman firm plans to be present for the hearing. Mr. Bogle and Mr. Boccio also indicated they would be available and would be present at the meeting to offer testimony.

A brief discussion then ensued concerning the request of adjoining landowners to have the adjoining properties added to the District. Mr. Bogle noted issues which would need to be resolved in connection with that request. Further discusion was tabled pending the results of the Motion to Extend the Corporate Existence of the District.
Mr. David Bogle was then recognized. Mr. Bogle reported concerns regarding activities of the owner of property at the Northwest comer of Section 2 of the District. That owner, AA Glass & Window, Inc., had applied for a permit to put in a culvert to access their property from Bennont Road. Mr. Bogle advised that the permit has been rescinded due to the importance of the Bermont Road·ditch.
Mr. Bogle was also concerned, however, that the ditch or canal running north to south along the West line of Section 2 may be altered by the said property owner to obtain additional access to its property. He was concerned that the property owner may attempt to install a culvert in the ditch and construct a roadway over the ditch. Mr. Wotitzky noted that any unauthorized alterations of the District’s drainage facilities would be a violation of provisions of Chapter 298 of the Florida Statutes. Ms. Nevling indicated she was attempting to access that area to determine whether any activities had taken place. Mr. Boccio and Mr. Bogle advised they would personally inspect the North/South ditch adjacent to the AA Glass & Window, Inc. property to determine whether any culverts or other alterations have been made to the District’s ditch.
The Supervisors then discussed the scheduling of the 2026 Annual Meeting of Landowners and Supervisors. The Supervisors determined the meeting would be held on either Thursday, May 28, 2026 or Thursday, June 18, 2026. Mr. Wotitzky advised he would confirm the availability of the conference room at the Charlotte County Public Works offices for availability.
There being no further business before the supervisors, the meeting was, on motion duly made, seconded, and unanimously carried, adjourned.
